Engineering Diplomacy: 25 Years of Rosoboronexport
In 2025, Rosoboronexport celebrates its 25th anniversary—a quarter century during which the company has become a pillar of Russia's military-technical cooperation system. Its order book has reached a record $60 billion. This result reflects the trust of its foreign partners, based on the true capabilities of Russian weapons, confirmed during a special military operation.
Since its founding in 2000, Rosoboronexport has served as the sole state intermediary for the export and import of military and dual-use arms, technologies, and services. Today, the company handles over 85% of Russian military supplies. Together with Rostec State Corporation enterprises, it promotes domestic developments on the global market, organizes licensed production abroad, and provides technical support for existing equipment.
Today, Rosoboronexport maintains Russia's presence in every region of the world. Over the past 25 years, the company has signed over 30,000 contracts with partners, securing exports worth over $230 billion.
Technological Partnership and Industrial Cooperation
The company's activities have long gone beyond simple arms supplies. A key focus has become organization of the licensed production of Russian aircraft, helicopters, armored vehicles, and small arms abroad. Such projects allow partners to establish their own enterprises and adopt technologies while maintaining Russian control over quality and safety.
Modernization of previously supplied equipment also plays a significant role. Russian designers have developed comprehensive programs to extend service life and improve combat performance for all types of weapons.
A separate area is the training of foreign specialists. With the assistance of Rosoboronexport, foreign customers train crews and personnel under the guidance of top Russian instructors.
Combat Experience and New Technologies
Recent years have confirmed the high effectiveness of Russian equipment in real combat conditions. Experience from the special military operation has become a catalyst for technological change.
"Today, most of the systems offered by Rosoboronexport to its partners have sufficient operational experience in real combat conditions. Our customers study this experience and draw conclusions in favor of our products," emphasizes Rosoboronexport Director General Alexander Mikheev.
Many of these products have been modified based on combat experience, receiving new protection and navigation systems, and improved control systems. Russian industry has demonstrated its ability to quickly respond to new challenges and quickly introduce technological improvements into serial production.
Future: Heading for New Markets
According to Sergey Chemezov, Russian arms exports are undergoing a transformation and adaptation to new global realities.
Rosoboronexport will continue to strengthen its status as a global technological leader in military-technical cooperation and expand its supply geography to promising markets in Asia, Africa, and the Middle East. The company has everything it needs for success: a strong industrial base, a professional team, and government support.
"Today, Rosoboronexport is adapting to the new reality, strengthening its position, and discovering new opportunities and prospects," Rostec's CEO Sergey Chemezov stated.
"Over the past quarter century, Rosoboronexport has become a leader in the global arms market, significantly increasing its order book and supply volumes. The company has signed over 30,000 contracts with partners and exported products to over 120 countries worth over $230 billion," Chemezov said. He also noted that Rosoboronexport is adapting to new realities, strengthening its position, and opening up new opportunities and prospects.
